It appears that OneNote isn’t very “intag friendly”. It’s probably best to use Overlays (MyIntags) because they are static and won’t give any delays.
About your system specs, it appears you are using an older i7 version? Because most current versions are well over 3.5 Ghz. I’m using a somewhat outdated i7-6700 which runs at 4.0 GHz and although there is some delay in OneNote it’s not really troublesome. However I think my system could be somewhat faster.
About I7 processors, they may not even be a wise choice. In most benchmark testings the i5 usually outbeats the i7 when it comes to single core performance (and that’s Dragon!). So generally speaking when it comes to future investments, a modern I5 chip is probably your best bet .
16 GB of RAM (I have the same amount) nowadays appears to be somewhat of a minimum. You may want to add some more.
